Underdevelopment is, among others, the result of human actions and natural potential, which threaten the existence and further development of the world, as a whole. The global issue of environmental degradation, pollution, economic discrepancies between countries, political and social dangers and uncontrolled movements for population are current problems that seek the initiative of global bodies. Such issues cannot be handled by a country itself, because a state cannot solve a problem of this size on its own. The humanity issues require the attention and effort of the whole humanity, the elaboration of global norms, standards and conventions.
