By applying wavelet transform to the difference of video sequences, a novel framework for video coding is developed in this paper. With this framework, a new approach is then proposed to accurately estimate the motion of the difference of video sequences. In the new approach, the motion regions are dealt with a wavelet transform, prior to the scalar quantization and entropy encoding. The proposed approach is applied to the very low bit rate wavelet-based video coders in videoconference. Experiments using standard test sequences show that a very low bit rate is achieved with a good subjective image quality.
