摘要：

A successful smart city approach usually relies on a complex framework that does not address only technical issues. In this paper we present the E015 Digital Ecosystem, a lightweight smart city approach for multi-stakeholder interoperability governance, and we analyze it based on a Cyber-Physical System Framework.
