摘要
This article aims to analyze and discuss the countermeasures of social and health care policies based on the historical landmark of the Constitution promulgated in 1988. It was perceived that after the incorporation of the neoliberal economic project in the conduction of national development the taxes adjustments were imposed in three interconnected stages, being: the 1st stage during Collor and FHC governments; the 2nd stage during the so-called democratic-popular government of Lula and Dilma; and the 3rd stage of fiscal adjustment initiated with Temer's rising to the government. This research sought to highlight in this historical path the successive advances and attempts to promote "reforms" in these policies, in order to point to the reader the occurrence of governs within the same goals and who, despite their differences in the political spectrum, have the same neoliberal theoretical-political orientation that makes social protection policies more precarious and weak.
