摘要
Beyond indicators that assess the unsatisfied basic needs or the lack of income necessary to reach the poverty or indigence line, this article addresses, in the light of theoretical - conceptual references, the understanding of the poverty situation from the perspective of the social capital that prioritizes the capacities, knowledge and organizational experiences displayed by the most vulnerable social sectors. In this sense, social interactions begin to play a key role in the achievement of fundamental self-management experiences in local development that are not unrelated to personalist leadership and to the processes of client co-optation that reduce critical autonomy and mobilization capacity.
