Currently studies on Risk Management in the field of Energy Cooperation, of which focus on risk identification and risk handling, lacking risk prediction which is the key step in the risk management. Research methods are based on the principle of factual description and qualitative analysis, and comprehensive and systematic quantitative analysis rarely. The concept of Energy cooperation risk and theory and methods of valuation of energy cooperation have not yet been raised explicitly. In this paper, after a review of existing literature, proposes a new perspective on Risk Management of Energy Security Cooperation-a comprehensive and systematic observation of characteristic features and nature of Energy Security Cooperation: A complex system perspective, and builds an Indication Evaluating System of Energy Cooperation Risk to reflect and track the process of risk change objectively and dynamically.
