Social dialogue in public administration in EU member states has been relatively developed, differences could be found in its form, intensity and legislative framework adjusting public administration functioning. The submitted contribution points to and names chosen particularities having impact on form, content and effectiveness of social dialogue in public administration in consideration of self-government, such as local selfgovernment structure and functions; restructuring and modernization of local and regional self-government services; employee status; local self-government financing; and structure, models and context of collective bargaining.
