摘要
This article examines the implementation of United Nations Security Council resolution 1325, and the subsequent related resolutions on women, peace, and security, in Finland and among Finnish actors. Alongside other Nordic countries, Finland is often considered as "a 1325 champion" in international arenas. However, there are many challenges involved in achieving the goals of the women, peace, and security (WPS) agenda in Finland. This article examines Finland's National Action Plans (NAP) on WPS and their implementation processes. It provides an overview of Finland's first and second NAPs, showcases some progress made after the adoption of the first NAP in 2008, and addresses key challenges that have emerged in the implementation of these NAPs. Lastly, the article discusses the way forward and outlines some core concerns for the future.
