摘要：

With the coming of new type document carrier and the constant updating of serving concepts and technical means, the traditional function, roles and internal institutions have suffered great impacts. In this paper, the author proposed that new serving mechanisms should be established based on the reformation of the management system, which should focus on enhancing information resources and information security construction and promote library knowledge security system transfer under the network environment. It aims to cope with challenges libraries face under network environment and ensure the library's high efficiency, good quality of service and service levels.
