Recent data collected on New Austrian Tunnelling Method (NATM) collapses during construction throughout the world have prompted close examination of the suitability of this method of tunnel design and construction for urban areas where the consequence of any failure is high. This paper- reflects the issues reported in the Health and Safety Executive's (HSE) report Safety of New Austrian Tunnelling Method Tunnels; puts forward a conceptual model based on risk that could be adopted and used for the guidance of projects in the future; and discusses the contribution that can be made by examining 'cultural' issues in health and safety.
