State of web accessibility of e-government portals in Latin America

Objective: Analyze the state of web accessibility, of the main pages of the e-government portals of Latin America, checking compliance with the web accessibility guidelines of the World Wide Web Consortium in recommendation 2.0. Design/Methodology/Approach: Some of the evaluation tools based on WCAG 2.0 standards such as TAW, eXaminator, AChecker, the SortSite were analyzed to verify web accessibility. The TAW tool was chosen, for all its guidelines and success criteria, in a sample of 20 e-government portals. Results/Discusion: As a result, it was obtained that, the sample analyzed, does not reach an acceptable level of web accessibility, because the success rate of the criteria evaluated were between very poor and deficient, errors that hinder accessibility, and evidence of deficiencies in web development, not according to a universal design or design for all, that meets the information needs, regardless of the user's capabilities. Conclusions: In Latin America there are several advances in the development of GE portals, however, web accessibility is still a deficiency under the principle of inclusion for all, due to the fact that of the 20 portals analyzed, they show that they all present errors to a greater or lesser extent. that make accessibility difficult, by reaching values between very poor and deficient web accessibility. Originality/Value: It contributes to the optimization and improvement of web portal development processes for access, search and retrieval of information in socio-cultural environments in Latin America.
