A PATH INNOVATION IN TOCANTINS: PROPOSAL OF THE NEW LEGAL FRAMEWORK FOR SCIENCE, TECHNOLOGY AND INNOVATION

This article presents the results of a master's research that studied the legal scenario of Science, Technology and Innovation in Tocantins (CT&I). The objective of the research was to understand whether establishing a state innovation policy would be the best way to organize, structure and institute a new scenario in the state's Innovation System. The methodology used was bibliographical and documentary research, which enabled the construction of an Innovation Timeline in the state of Tocantins, which demonstrated some impeding factors to institute an innovation policy, in the current scenario of the Innovation System. The results showed that the Innovation system in Tocantins was disrupted in several periods, taking a direction contrary to what has been designed at the national level, and the state legislation is outdated in relation to the framework of the national innovation legislation. Given this scenario, instead of building the innovation policy, a New Legal Framework for Science, Technology and Innovation for Tocantins was suggested. It was concluded that updating the state legislative framework for ST&I could be a promising way to help the state organize the Innovation System to advance in the promotion of ST&I, entrepreneurship with a focus on progress and regional development, with a bill being drafted and presented to the Legislative Assembly of Tocantins, currently in progress on the number of Bill n degrees. 596/2022.
