The energy saving policies contained three parts: the general policy tools such as fiscal levy policy, financial policy, pricing policy; the particular policy tools such as direct and selective controlling measures; and indirect guidance tools. The article tried to expound the logic relation between the policy variables and target variables of the policy system, and analyzed the conduction mechanism of the policies by using its conduction systematic model. Based on these, it gave comments for the policies effect of Shandong Province during the 11th Five-year plan. The results showed that the carried out policies effectively reduce the discharge of pollution and raise the utility of resources. It is obvious that the policy tools play important roles in this. Meanwhile, there are weak points in regulating strength and carrying on. The article provided several suggestions for this.
