摘要
Most catastrophic disasters may diffuse and cause several new emergent extreme events. Different emergent events have different results in the same area and same emergent events may have different results in different areas. So it is important to explore the influence factors of diffused emergencies and disasters. This paper addresses the fundamental factors affecting the proliferation of catastrophic disasters, and the countermeasures of reducing vulnerability and preventing the diffusion of catastrophic emergencies. Besides that, reducing the vulnerability that occurs in all the links of catastrophic events is discussed in order to minimize the impact and losses caused by catastrophic emergencies.
