Recent "reforms" are inadequate to deal with the EU's exportable dairy surplus or prepare a defensible negotiating position for the next trade talks Further changes are likely to be needed by mid-decade Dairy issues increase the difficulties of extending the CAP to new entrant countries Divergence of interests between member states and the multi-tier structure of policy-making impede the adoption of consistent and realistic policies, and favour renationalisation of some aspects of policy.
