This paper was the second Presidential Address given by Captain Majendie. It was first published in the journal in 1958 (Vol. 11, P. I). Ii is followed by comments from David Hopkin. For reasons of space, Captain Majendie's paper has been slightly abridged, mainly by omitting a section on the provision of monitoring intelligence.
