摘要：

The mechanism of strategy formulation is difficult to describe. It must use intuitive thought as well as logic thought Therefore, strategy formulation is a semi-structured or unstructured decision-making process. In this paper, according to the characteristics of strategy decision, experience and common knowledge are expressed to meet the computer processing using fuzzy synthesis evaluation (FSE); human knowledge is captured accumulated and adjusted using back propagation network (BPN). Based on the combination of the FSE and BP algorithm the strategy formulation model is established to aid enterprises formulating strategies. The function and their relation of the three main modules contained in the model are illustrated The simulation on some cases shows that the results are satisfied.
