Corporate welfare or funding godsend? The Department of Commerce's controversial Advanced Technology Program (ATP), whose budget status from year to year is dependent on the mood in Congress, is viewed by some scientists as a waste of precious federal funding dollars on corporate interests; others, however, contend the program provides valuable capital to implement novel technologies that companies would be unable to finance on their own.
