摘要
As the largest state-owned forest regions in china, the state-owned forest regions of the northeast and Inner Mongolia made an important contribution to the construction and development of the national economy. Since the development and construction of the regions, the management system of the forest regions has been evolved, but it does not change the old framework of management system which belonged to planned economy, namely, the state-owned forestry enterprises are the main system for the country to administrate the state-owned forest regions of the northeast and Inner Mongolia. State-owned forestry enterprises are not only a legal entity of economic organizations, but also on behalf of the country to exercise functions of supervision and management to forest resources, while at the same time they have the administrative functions to administrate the forest regions. The management system which holds "three-dimensional" management functions together causes the implicity and functions beyond authority in management functions to exist side by side in practice, and causes the distortion of principle-agent relationship of forest resources. This management system has become a key system barrier to sustainable development of the state-owned forest regions of the northeast and Inner Mongolia. Therefore, the key to break the existing organizational framework of forestry enterprises is to innovate upon the system of the state-owned forest regions of the northeast and Inner Mongolia, clarify the relationship among the government, society and enterprises in the state-owned forest regions, thus let government become a government in the real sense and enterprises become a enterprise in the real sense. The study holds that we separate social management functions of forest resources management from the existing management functions system of forestry enterprises, and then establish special district government in the state-owned forest regions to be in charge of social and administrative affairs; set up branch bureau of forest resources management in the state-owned forest regions to supervise and manage forest resources of the state-owned forest regions. Thereby enterprises become a purely operation subject and strive to build modem enterprise system.
