IMPACT OF ENVIRONMENTAL REGULATION ON ECOLOGICAL EFFICIENCY UNDER THE BACKGROUND OF NEW ENVIRONMENTAL PROTECTION LAW

The new environmental protection law is a fundamental law of environmental protection, which aims at the overall development situation of environmental protection in China. The characteristics of the times are not only reflected in the fact that the law is an important measure to create a new era of ecological civilization in China, but also in the ecological era to adapt to the development of the world. This paper uses the super-efficiency model (SEM) including unexpected output to measure the ecological efficiency of 30 provinces and cities in China from 2003 to 2012, and compares the differences of ecological efficiency between regions with high and low resource dependence. Based on the distinction between investment and fee-based environmental regulation, this paper analyses the impact of environmental regulation on ecological efficiency under different resource dependence. The results show that the ecological efficiency of high resource dependence area is lower than that of low resource dependence area. From the perspective of ecological efficiency, environmental regulation has a positive impact on ecological efficiency. The experimental results have a certain reference value for the research on the impact of environmental regulation on ecological efficiency under the background of the new environmental protection law.
