摘要：

The SMEs of Zhejiang Province have been low-loop at the global value chain, which locks to low market, low industries and consumers. The causes are analyzed in terms of evidences from SMEs. From the perspective of the innovation network, SMEs are connecting to local and international value chain. This paper suggests that integration of innovation network of SMEs would enhance their innovative capacities and increase the loop at the global value chain(GVC).
