摘要
The main purpose of this paper is to discuss the applicability of new public management (NPM) in China. We investigate three issues: (1) what are the differences between NPM and traditional public administration? (2) what cause the Western countries to replace the traditional public administration with the NPM after the former model of public administration operated over one hundred years? (3) what are the basic institutional differences between China and Western countries? The paper ends with the conclusion that we can not transfer the entire package of NPM model to China. However, there really exist opportunities for China's government to take up some individual NPM initiatives to increase its operational efficiency.
