摘要：

This study proposes a process, consists of six steps, to formulate the complicated problem easily, systematically and efficiently. They are (1) Verify the kernel stakeholders to our concerned problem (2) Determine the meaningful issue between any two stakeholders (3) Drawing the pertinence causal feedback loop diagram for indicated issue reference to system archetypes (4) Building Stock-Flow system dynamics model reference to the causal feedback loop diagram (5) Repeat the work of the step two to four until all stakeholder involved (6) Constructing a frame including system dynamics model for negotiation among all stakeholders. Finally, this study adopts a case study of the financial variation on local government to present the effectiveness of our proposal.
