摘要：

The paper focuses on the e-government model construction. The functional scope in a whole E-government solution should have three scenarios, including Government-to-citizen (G2C), Government-to-business (G2B), Government-to-government (G2G). And they should be considered as a whole one! It also discusses a technology overview for the E-government solution.
