摘要：
In many developing countries, e-Government initiatives are at their infancy stage. With the introduction of e-Government services around the world, enhancing citizens' participation in at e-filing in Malaysia is becoming critical. The low level of participation among Malaysian citizens had become an important concern in the literature of e-Government services. This paper examines the Facilitating Conditions among citizens of Sarawak, East Malaysia. The objective for this research is to explore the factors for evaluating Facilitating Condition system success on the different uses of technological tools regarding the communication needs of citizen participation processes and organisational concerns at Sarawak region.
