Training of human resources in primary health care in areas under health emergencies

Within the implementation framework of health policies, primary care is considered the essential backbone and objective of actions geared to achieve complete community health at a reasonable cost and in the shortest possible time. This approach to community health care aims at a new type of physician, specially trained in rural medicine, very knowledgeable and skillful so as to diagnose, in the first level of care, regional endemic and epidemic diseases. In rural practice, primary health care demands, aside from a judicious use of medical tools, a good knowledge of the environment (ecosystem) where PCPs carry out their specific duties. Thus, the strategy of primary health care must undoubtedly lead to higher levels of community health and welfare. Consequently, this medical practice has a deep humanistic sense.
