摘要
The internationalization of higher education is articulated as a growth industry worldwide, with the emergence of new competing countries in attracting students. But the process cannot be planned on the simple idea of avoiding the decline in domestic demand and generating income to fund the university system. Higher education is involved in the international and intercultural dimension to get a better education performance and research activities. So, young talents can be called to mitigate the deficit in qualified professionals in the national market. Internationalization means an opening of the university teachers and students who come from different environments to bring with them different cultural ways, education and methodologies. But they are also carriers of technological and social needs of their countries of origin. Therefore, their contribution amplifies the perspective of education and knowledge in the host university. Correspondingly, they will return to their home with new contributions. This is not a liberal romantic project contributing to the globalization of knowledge, based on the " Bildung" doctrine, with an individual training in accordance with an ideal of humanity and above the constraints of collective life and power instituted. Nor as an ideology of competitive society, who thinks that education is a process of intellectual capital formation with a net contribution to economic wealth of the country, where the personal success is measured in terms of productivity and competitiveness. This paper describes a methodology to internationalize new technological degrees in higher education. The proposed scheme is a commitment toward an educational based on social requirements and designed in two dimensions. Along one, the individual is the creative agent who solves problems posed by society as an expert engineer who has gained experience in a worldwide scope. Another dimension could be as necessary as the economic reasons. It is the interactions of individual student with different culture and points of view, in order to have the chance of freely increasing their own sense of humanism. Both contexts, within the general principles of the University, are used to establish the degree competencies from an international perception.
