摘要
The aim of this paper is to develop a conceptual model on 'knowledge sharing and to apply it to study the organizational culture, socialization and knowledge sharing in selected government organizations in Brunei. Several scholars attempted to perceive knowledge as a critical component for organizations to get a competitive advantage for organizational growth as well as policy development and implementation. A review of current knowledge management literature has been carried out to search for this knowledge sharing model. The authors have also looked at a range of academic writings on organizational culture and organizational socialization vis-a-vis knowledge sharing. Based on the proposed model, currently an extensive survey amongst senior and mid-level civil servants in Brunei is underway. Following this empirical investigation, the study will analyze the relationship between knowledge sharing and the two above organizational contexts (i.e. organizational culture and socialization) in the civil service setting of Brunei. It will be interesting to see the variation between organizations on the extent of this relationship and the outcome towards policy construction and idea generation.
