The impact of climate change is, and will continue to be, more marked in Romania, particularly in southern counties bordering the Danube. Temperature increases, declining rainfall, more frequent and severe extreme climatic events are all adding to the existing man-made pressures on the natural environment. In this context, the concern for increasing efficiency in the water sector is not only important it is also very pressing [3]. This paper is trying to answer the question: How can the institutional reform and especially the public participation contribute to improve the water efficiency?
