摘要：

This paper put forward three ways to carry out social stability maintenance, based on China's current social management mechanism-using "systems theory" to improve "cognitive ability", using "information them," to improve "emergency response capabilities", and using "process them," to improve "executive ability" in order to further improve China's social management respectively from three processes, i.e. before, during and after the event.
