摘要：

The Fourth Plenum of the Eighteen CPC Congress clearly shows a requirement of comprehensively promoting the rule of law. In the process of promoting the rule of law, the leading cadres as a "key minority group" are necessarily managed very well. The overall goal of ruling the country in accordance with law will be really achieved, only if the leading cadres have thoughts about the rule of law and carry out administration in accordance with law.
