Analysis on the Issues of Chinese Public Service Privatization and Its Countermeasures

Public service privatization, which was firstly launched in western countries in 1970s, has resulted in remarkable achievements in the reform and practice conducted in last 30 years. As a major trend of the new public management movement, public service privatization has become a correct way for undertaking governmental public service reform in cities of China. Since 1990s, China has been practicing privatization in the public service area and has made some achievements though some problems are existing. In this paper, an analysis on the present situation of China's public service privatization is undertaken and countermeasures are proposed according to public service-related theories.
