摘要：
Comparing the development of small and medium-sized enterprise(SMEs) in the traditional industrial base between German and China, the mode of R&D cooperation of SMEs with government, research units and universities between Bremen and Dalian is analyzed so as to enhance the core ability of competition of SMEs in traditional industrial base in Liaoning province on the international arena.
