LNG regasification terminals are classified on two main types according to the placement of the storage and processing areas: onshore terminals, and offshore terminals. The former is currently the most common and is the one type addressed in this paper. Various QRAs have been performed for this type of installation both by DNV and by other companies. Without disclosing their sources or identifying details, this paper draws both on the quantitative results of some existing QRAs and on new quantitative results specifically obtained for this case: 1) to indicate those aspects of the design and operation of typical LNG regasification terminals which have been found to be major contributors to risks to external population, 2) to compare the risks from different parts of such installations (jetty, LNG pipeline, storage tanks, different parts of the regasification process, and send-out lines), and 3) to list and evaluate some of the main risk reduction measures against identified major contributors.
