摘要：

New Caledonia has a specific institutional framework that prohibits the simple implementation of metropolitan regulations on the prevention of natural hazards. To date, local institutions have not provided comprehensive answers to this question, which raises many challenges. Nevertheless, some mechanisms do exist and in this article we propose to shed some historical light on them in order to better understand the strengths and weaknesses of the strategies deployed in this territory over the course of history. Our objective is to contribute to the reflection on this essential subject of the strategy to be built in terms of natural risk prevention in New Caledonia.
