摘要：

We present a new approach of design and implementation for problem solving decision support system(DSS) - Layer Model Approach which is based on General Systems Theory(GST). The realization hierarchy of layer Model Approach is firstly introduced including four levels, application layer, task layer, functional layer and physical layer. Then, its original parts- task layer and functional layer are detailed described The end is a DSS application based on Layer Model Approach.
