摘要：

On the basis of the analysis of the current management system for research projects in China, this paper has established the operational mechanism framework of the government procurement for research projects, analyzed the characteristics of three types of procurement objects, studied and determined corresponding procurement mechanism, and made a preliminary study on existing problems.
