摘要：
With the privatization of infrastructure investment, private capital investment in infrastructure projects has become an effective way to alleviate the financial burden on the government, BOT (Build-Operate-Transfer) is one of the investment modes. The emergence of BOT mode, has made a significant contribution to the infrastructure construction, but many problems also appeared in the process of operation. How to determine the rate of BOT project is one of the problems, it is also one of the most controversial and the most pressing question. How to determine the rate mechanism, this article made a detailed research from the government, the item company and the road users of the three parties.
