摘要：

The article reviews the theme of the poverty and the ways that it has been analyzed. After this, it makes a differentiation between the poverty and the exclusion and develops the main characteristics that the present programs of fight against the poverty have. In this sense the article puts in doubt their effectiveness and the main thesis that we can find in the base of this programs. The conclusion tries to demonstrate the inefectivity of this kind of strategies and proposes an alternative way.
