Taking into account the values of the management paradigm which operates in nowadays economic processes, we see that organizations, whether public or private, use increasingly specific IT&C projects as management tools, such as to ensure overcoming obstacles and achieving organizational performance. Therefore, a process of proper risk management in IT&C projects is an effective response to current challenges that managers have to deal with, in general, and project and risk managers in particular. In order to operate in a specialized manner in this complex process, the need to use a rigorous and integrated methodology, customized to the needs of implementation that IT&C projects reveals along their proper conduct, is identified. Given that current risk management methodologies, applicable to IT&C projects, reach their conceptual boundaries very often, the need to design a new guide to exploit the strengths of existing methodologies and to eliminate their weaknesses is increasingly more present in this specialized domain.
