Study on Chinese Territory Planning of Low-carbon Economy

Greenhouse gas emission reduction has become the responsibility and consensus of all mankind's development. This paper describes the concept of territorial planning, proposes advices of Chinese territorial planning based on low-carbon economy: compile territorial planning relying on carrying capacity on resource and environment, establish territorial planning process of low-carbon and territorial spatial planning system of low-carbon, promote economic structure adjustment with territorial planning of low-carbon, develop ecological urban and rural areas of low-carbon, establish economic policy system of low-carbon including territorial planning.
