摘要：
The purpose of this article is to demonstrate that state agents should deny application to unconstitutional laws even when the unconstitutionality of these legislative acts has not yet been formally declared by the courts of competent jurisdiction, since the administrative principle of legality binds administrative action, not only to what is prescribed (Legality in the strict sense), but also to the rules and principles that stand out from the constitutional text (juridicity or legality in the broad sense).
