摘要
This paper discusses the functions of submissions and complaints, and demonstrates the normative basis and practical use of citizens' rights to file a submission or complaint about the work of social workers in the Social Services system. The authors conclude that these are useful options but they call fora more precise procedure for the verification of claims from the submission/complaint, as well as consistent sanctions for those who abuse them by falsely accusing social workers.
