SUSTAINABLE CONSUMPTION GOVERNANCE DEVELOPMENT IN LATVIA: FRAMEWORK, COLLABORATION, INTEGRATION

摘要
Goal of the study for this article was to research sustainable consumption governance approaches and instruments in Latvia and to develop framework and proposals for integrated sustainable consumption governance. The first part of the article describes methodological approach as based on governance document studies, consumtion data statistical analysis and qualitative research methods as deep and focus-group interviews. Initially there are described theoretical research on sustainable consumption and its governance approaches, and authors have summarized own former studies on interactions between natural and socioeconomic environments, analyzing environmental pressures of consumption and decomposition of these pressures as well as impacts of driving forces and macro environmental factors on consumption level and structure. As following there has been studied sustainable consumption governance initiatives of different interest groups and their networks, and, particularly, sustainable consumption governance approaches and instruments applied in Latvia. Finally the main conclusions and recommendations to improve sustainable consumption governance are developed, both disciplinary and integrated, based on collaboration governance model approach elaborated and applied for framing vertical-horizontal integration, stakeholders partneships, instrumental complementarity, indicator assesment and structured consumption communication.
