The construction of ecological civilization is a comprehensive and complex system engineer. Only one of government or the masses is difficult to build a beautiful, blue sky and green beauty of China. It is the whole social members that struggle together to achieve the goal of beautiful China. Government is public policy makers and regulators, government holds public rights and huge public resources. Public policy formulated by the government affects the public's awareness of tendency, so the government is a dominant force in the construction of ecological civilization. The masses are the protection of the ecological environment of the participants and the main force of the whole, so in our country the masses are the dependent strength of the construction of ecological civilization. Needs of the public involved in environmental and resource protection conforms to "promote the state governance and social governance modernization", and help the government save management of environmental cost, but also be conducive to the maintenance of the masses environmental rights and interests. Whether civil servants or the masses, only truly accept and internalize the social morality and behavior habit of the protection of the ecological environment, can more consciously effectively conserve resources, protect the ecological environment, and eventually become ecological citizenship.
