摘要：

This article addresses the issue of higher education reform in three steps: (i) the relationship between the university and autonomy, (ii) the relationship between research and teaching (iii) the importance of humanism in university education. The thrust of the article is that a restructuring of higher education is needed; one in which new educational models are shaped so that they can help us to develop a new project of higher education for the country. This new system should be routed toward the production of knowledge with regional subsystems of higher education that responds to the education of a country with different regions.
