The impact of health, housing and security public policies on the rights of women in prostitution

This paper analyses the impact of public policies about health, housing and security on the effective enjoyment of these rights by women in prostitution. It reviews our country's obligations under international human rights instruments, and then analyses the policies that the different administrations are developing. In addition, it describes the specific situation of women in prostitution, highlighting the gaps that exist in the enjoyment of these rights. The three policies analysed have serious limitations in terms of respect, realisation and protection of rights, which most strongly affect the most vulnerable groups, including women in prostitution, who are most in need of a comprehensive and protective public policy framework to be able to effectively enjoy their rights. A real commitment to a human rights approach must be a fundamental element in the design and implementation of any public policy that wants to address prostitution in a comprehensive way and from an abolitionist perspective.
