ELECTORAL GOVERNANCE AND EXTRATERRITORIAL VOTING IN MEXICO 2005-2018: THE VALUE OF THE SUB-NATIONAL

摘要
Today, Mexico has one of the most importantat international migrations. Nearly 13 million people born in Mexico plus second and third generation. Since 2005, migrants have been recognized to vote in general elections, and some states do the same for subnationals. However, despite being a semicentralized electoral system, local electoral institutions present different advanes in voting from abroad. The objective of this paper is to evaluate the institutional design of the OPLES through an extraterritorial voting index.
