摘要：
This paper discusses e-learning in the context of higher education and its key stakeholders. Each stakeholder is analyzed in terms of their needs and concerns. This stakeholders' analysis is then leveraged to arrive at a stakeholder-to-stakeholder responsibilty matrix for maximizing the chances of e-learning sucess within institutions of higher education.
