摘要
Gradual electoral reformism has resulted in a multiparty legislature. Political pluralism is one of the causes of the institutional adaptation of the Chamber of Deputies. The effects of democratization upon the internal variables of the legislature, with especial reference to the committee system evolved gradually during the 1990s. Committees have experienced substantial changes in their structure, performance and powers that place them in a better position to influence policy outcomes. However, the potential of such an increased capacity to influence policies has been restrained by the centralized nature of the governing body of the Chamber of Deputies and voids in the rules of procedure.
